I had the same in Paris as well, walking back down the steps next to the funicalar car at the Sacre Coeur, I noticed yellow arrows coming up them and heading off on to side street, it was tempting.

Arrows could be pointing to the statue of Saint James. Can't remember where in Paris it is but when I get to my computer I will post the picture I took of it.
