The Jesus y Maria will become tourist hostel from Sept to April, which could double the fee for pilgrims.
Wow Syl , they cannot cope at the moment particulary with the ablution facilities which are always in need of repair. I am sure 'osmosis' will set in and pilgims will be looking at other options. All the more reason to get my own little single room with sheets on the bed at my trusty Pension Escaray for €20.

I suspect that is part of the thinking. Jesus y Maria will still be pilgrim-only for the main pilgrimage season, and both are under the authority of the city, which will have looked at the total capacity that is being offered. So Paderborn will be available all year for pilgrims at "normal" charges, with the large capacity of JyM available in the summer (except San Fermines) at "normal" charges. During the off-season the city probably wants to increase revenue by taking everyone. For cash-strapped Spain, that is pretty good management. JyM is operated by an organization of disabled persons, so has a payroll obligation all year even when there are no pilgrims. I think those employees will feel much more secure when their facility has more business during the fall-winter seasons. Even those who love being employed do not like to sit at a desk all day for three customers! Kudos to Pamplona, I say. Good thinking.
 
The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.
I have fond memories of J&M in Pamploma. I remember rinsing my boots under running water to try to get all the mud out, LOL (don't worry, it was the "boot" sink). As I was rinsing, I could hear a pilgrim with a guitar playing outside on the patio in the sunset. It was a wonderful memory.

I'm sure the people that run this large yet well maintained place have a difficult time in the "off season" financially so I, for one, have no problem with them opening it up for tourists from Sept to April. I hope they get what they need. I would probably stay there again.
