I know for sure you can get a credential at the tourist office across the street from the Palacio Episcopal (Gaudi Museum). I suspect you can get a credential at every alberque in town along, the Cathedral St. Marta, and the Cathedral's museum. I don't remember needing to show ID to get a pilgrim's passport, but surely your regular passport is enough.

Get a spanish phone number with Airalo. eSim, so no physical SIM card. Easy to use app to add more funds if needed.
I got mine from the big albergue in the square with the pilgrim statue outside (can't recall what it was called). I think I was asked for my passport number.

Thanks for all your responses - I already have my passport from last year, its almost full and I need a new one to take me to Santiago.

I will go to the Tourist Office near the Gaudi Museum to get it as some Alburge don't give you passport if you are not staying there.

Ideal sleeping bag liner whether we want to add a thermal plus to our bag, or if we want to use it alone to sleep in shelters or hostels. Thanks to its mummy shape, it adapts perfectly to our body.

The big albergue I went to did. I was just passing through, not staying there. They didnt even ask if I wanted to stay. No questions, just fill out the form and pay the money.

I started in Astorga and got my credencial at the main albergue with the statue out front, even though I didn't stay there. Keep in mind that they (like the tourist office) have limited hours at some times of the year. If you want to start walking first thing in the morning, perhaps you should try to get it the day before.

From your description this probably is the albergue de Siervas de Maria, Plaza San Francisco, 3. In a renovated convent on the east side of Astorga as you enter the city on the CF it is open all year whereas the the San Javier albergue is closed in winter.
