We are traveling to Porto, Portugal from Los Angeles, with a connecting flight in Frankfurt. I know we need negative COVID tests (rapid tests seem to be okay), but we also have to fill out a passenger locator card for Portugal. It looks like it is for contact tracing. Silly question, but would we be considered coming from the US or Frankfurt? The trip originates in the US, but the flight originates in Germany.

For contact tracing purposes? nobody can locate you in Frankfurt later if needed.

Can you write in that you are coming from the US *via* Frankfurt (which could give the tracers important epidemiological information if it does not appear anywhere else on the card).

It really depends on what the purpose is for that question. Is it to find you later? Or is it intended to determine where the injections are coming from if they happen??

I've used it twice recently when returning to Portugal from trips to France and Italy. My understanding is that for the purposes of this card, your origination point would be the U.S. rather than Germany. In each case, I filled it in a few days before the flight. After you submit it online, you get a QR code via email which you need to show when you check in at the airport. Nobody actually asked to see it when we landed in Portugal.

I just filled mine out and used the flight info that I arrive in Portugal. I think you need to use the flight info that brings you to Portugal from Germany. Also you can’t fill it out until you are within four days for travel . Once accepted, they email you a link with a QR code and you must use your passport ID to open so you can save it and print it.

So one vote from Los Angeles and one from Germany. I will wait to see who breaks the tie.

I just took a look at the form, and it asks for inflromation on your flight into Lisbon. I say that because the one box that can’t be changed is the box that has “going to” fixed as Lisboa.

Since you can only put in one flight, and since the destination has to be Lisboa, it makes sense to me that it’s the flight from Germany. I wonder if the computer would even accept the form if you put in the information with the US flight, maybe worth a try.

Having completed the form this morning, it makes sense for contact tracing that they want to know your flight info for the flight that lands in Portugal and they ask for your seat number as well.
