My favoured combo is a silk liner (for hygiene) and then a lightweight quilt on top, scrunched down at the bottom end to make a footbox (also stops quilt escaping in the wee small hours).
As @Anniesantiago asked, why do you have both a sleeping bag and a liner? One answer might be that sometimes you want the warmer one and sometimes just the liner, so you would just use one. If you need even more warmth, then put one bag inside...
