On second thought, you might be referring to another area past Monte Branco and Area do Trece. If so, it's Monte da Pedrosa, and according to Wikiloc it's a 60 meter climb in half a kilometer. It's not really a sand dune, though.
I'm fairly certain you are referring to Monte Branco near Praia do Trece and Cementerio dos Ingleses. They've just re-routed the Camiño to avoid this sand dune to aid conservation efforts as it's a delicate ecosystem...
I've done the Salvador twice and Primitivo once. The Salvador has the most difficult stage (Poladura-Bendueños/Campomanes) but the Primitivo is longer with more elevation gain/loss.
Both are my favorite Caminos. I recommend to do both together if you're fit.
