I watched for a while at about 3 PM their time and only saw 3 people walk across the plaza. Looks quite deserted. Brings back memories though.

Galicia and Santiago are in Phase 1: Adults can exercise outside between 6 am and 10 am and between 8 pm and 11 pm while those over 70 have the slots between 10 am and noon and 7 pm and 8 pm.

Had a wee peek about 7 central european time. Must have been around a dozen moving about. Last week interestingly, I could see workers in the area behind the partition. No movement in O Cebreiro or Portomarin though
 
9.25 CET It's a wet morning in Santiago. That said, there are people moving around, I can see builders to the front of the Cathedral. The door of the College of St. Jerome is open! It's the little things!

Yes but because in Phase 1, bars restaurants and shops are open there could be people walking at any time in the day.
In practice, only runners must keep that schedule.

I noticed that the flags are at half mast. If I understand correctly this is to mourn those who died due to the pandemic and the whole month of May is a month of official mourning in Galicia.

I was talking to my brother this afternoon. He lives just outside Malaga - flags half-mast there also.
