I put my silk liner in the dryer without a problem. I also put my down sleeping bag in the dryer. As @trecile says, the key is to dry it first as that is what kills the bedbugs. You can wash it and hang it on the line after if you feel it needs to be washed.
I don't know which would cheaper for you. It is the same train line from either Madrid or Santiago. For us it would be cheaper to fly to Santiago, but I am not certain from the UK. You should also check the train times as you will have to get from the airport to the train station on both accounts.

Yes, there's a long stretch after Carrion de los Condes without a water fountain or services. Sometimes a cafe mobile in that stage is open and other times not. Carry extra water just in case.

Much as I hate to suggest it, you could just skip from Burgos to Leon. That would likely be the easiest or if you want to walk the meseta, skip from Logrono to Burgos (good bus service). I don't know if that would give you the cushion you need for days, but those are probably the better transit...

If you are in good shape and a fast walker, you will be passing lots of people. I find as a slow walker that I don't often see the same pilgrims two nights in a row. Everyone has their own pace and I feel confident you will meet plenty of people at this time of year.
