I guess it depends on the trip, bus and driver. Be prepared. You could drink water and eat snacks discreetly if you had to. I sure wouldn't want them under the bus if I didn't know where/when you can get something.
I found often on busses in Spain that you cannot take your backpack on the bus, you will be asked to put it below the bus. So carry your lunch and other needs for the ride in something smaller.
