The bus company is Chronoplus and it used to be line 14, but I did a quick check on their website and there seems to be a complete new system starting only last week. If I read it correctly, line 3 and 4 go from Biarritz through the airport and on to Bayonne Place des Basques. Line 4...
Bus 14 from the airport will take you to Bayonne (not Biarritz) where you can get the train to SJPdP. It is only €1 or 2 and you can pay on the bus. 1 hour may be tight to allow for waiting time for the bus then the journey to Bayonne.
