Without a doubt, I would pack rain gear, coat and pants. There is a fair possibility of getting a storm off the Atlantic. In that case the rain would be heavy.
In 2015 we aimed for the Albergue at the Embalse. We found it closed (for three years we were told, caught up in some legal wrangle with no end in sight). The backup plan was a hostel close by but a phone call confirmed that it was full due to a fishing tournament. The next Albergue was 16 Km...

BTW- I met four or five young women happily walking the VdlP alone.
The story I got about the AVE when I did the Camino last year is that the money had run out and Spain is not economically able to provide more at this time. That said there were certain parts/projects that once started had to be finished, like tunnels and routine maintenance work.
