    I would suggest you think of it as a layering system. I usually do T shirt, then long sleeve shirt, next fleece jacket then finally a rain jacket, if needed. I agree that you should be able to do without the merino sweater, as long as your fleece is not a thin, flimsy fleece jacket.

    My go to is Patagonia or Columbia--and I always buy the zip off type that can convert to shorts. I'm not sure if they come in petite, but you can check. I often wear men's clothes secondary to being tall. You might also want to check men's sizes if the women's sizes don't come in petite.
