Of course, I have heard about this program and others from other countries.
I have met quite a few parties walking the caminos under this program.
I had the chance of having dinner with someone responsible for it when I was hospitalero in Santander on the Camino del Norte.

The Alba (Oikoten) program is to rehabilitate juvenile deliquents - not really criminals. They have been in operation since the early 1980's and have had a good success rate over the years.
