Can anyone recommend the best way to get from Biarritz airport to Saint Jean?
I arrive on the 31st of May at 12.50 pm. Shuttle is looking like it is full so that's out if the question. How else is there to do it?

Transport luggage-passengers.
From airports to SJPP
Luggage from SJPP to Roncevalles
We are taking a morning bus to San Sebastián and from there renting a car one way to Santiago. By renting from San Sebastián you avoid the high costs with a one way rental across borders. And it really for two people is not at all expensive and very scenic!!

€2,-/day will present your project to thousands of visitors each day. All interested in the Camino de Santiago.
Easiest way is to take a bus from the airport to Bayonne (ask at the information desk at Biarritz airport) and then train from Bayonne Gare to SJPdP. On 31 May both the 14:52 and 18:12 trains are running (you should easily make the 14:52 if your plane is on time) journey time about 1 hour (very scenic trip) and cost is €10.10

There are likely a lot of Pilgrims on the same plane. Stand outside the airport doors and ask everyone with a pack if they want to go to SJPP. Find 3, pick a taxi and go. Individual cost will be 25 to 30 euro, maybe a bot more but you are in SJPP in an hour.

Bus to the railway station and then the train to St Jean. Cheapest and nicest way to start the Camino. You'll probably make your first Camino friends before you even arrive in St Jean.
