According to the following news article, there are a group of volunteers who are forming an organization designed to assist pilgrims on the Camino. i encountered many civil protection group during my vdlp walk, especially in galicia. from what i understand the civil protection are part of the mayor's office. they are employees of the pueblos or local authorities. they are there to help anyone in need of their services. they are coordinated thru the office of the mayor. i am not sure they are volunteer organisation.
