Thanks for the update. just a small clarification:
For a city or town in Spain you must meet 4 requirements, not just one, two or three of them.
So in the case of Madrid and LeĂłn, both cities met all four requirements (population of +100,000*, +500 cases per 100,000, positivity rate of +10%, ICU occupation +35%)
*This requirement is somewhat discretionary as Palencia has less than 100,000 population but has been confined by the regional government anyway.
Once a city is confined, you can only access or leave the city under certain circumstances (ie. work, school, hospital appointments, etc.). Walking the Camino would fall under tourism; or in other words, you should not be walking in or out of LeĂłn for th e next two weeks (at least).
You are allowed to cross/circumvallate the city in a vehicle if your point of departure and destination are not in the city (eg. drive from Madrid to Oviedo).
