Had to abort my Camino in 2015 when I fell and broke some bones. Want to pick it back up at Villa Franca del Bierzo in 2017. Will I be able to continue using the 2015 credential? Will my friend be able to get a credential in Villa Franca?

The one from Galicia (the round) and the one from Castilla & Leon. Individually numbered and made by the same people that make the ones you see on your walk.
Yes you will be able to continue with your credential from 2015, I'm not sure about getting a new one for your friend in Villa Franca, but don't worry the answer to that question will come from someone shortly.

You can get a credential in Villafranca del Bierzo at several places including the albergue de Ave Fenix which is open all year. You need not stay in the albergue in order to obtain a credential.

For more info see this Gronze list in Spanish of Villafranca lodgings and their services.
