Detour between Elexalde and Gernika?

hopefully - Northern Route/Primitivo (2015)
hello - just went thru here today but were sent on a detour. The sign said that the route was temporarily changed and they were sorry for the inconvenience. It was a professionally made sign with new yellow arrows all the way to Gernika. We didn't have any trouble following the new route but were wondering what could have caused such a large detour?
