Your proof of vaccination is not regarded as a valid proof of vaccination in any of the 27 EU countries. Therefore, you cannot fly and enter the foreign country on the basis of being appropriately vaccinated. However, you can fly and enter on the basis of another qualifying reason, for example in the case of a flight from Canada to Portugal, on the basis of a negative test result.
Control of your qualifying reason to be allowed entry is done before you board your plane in the departure country. At the arrival airport, there may be no control, random control or regular continuous control. It is more important to know what your airline wants to see than what the destination country wants to see.

Order No. 4829-A/2022, of 22 April, published by the Portuguese government, determines the measures applicable to airports and maritime borders and defines the supervision of their operation. In Portugal, border control is ensured by ANA, S.A., by the PSP (Public Security Police), and by SEF (Portuguese Immigration and Border Service) and is carried out randomly to 25% of passengers upon arrival in the territory.
