This has not happened yet, nor is there 100% certainty that it is going to. Also, each country can set its own entry requirements:

The list is reviewed every fortnight, and the Member States are not legally bound in applying it.

Yes, I'd been waiting to hear the final decision on that...and if and when that happens, it could change again at the drop of a hat.

When I went to Spain in June, there was an EU ban in place. As others have said, each country can impose its own requirements. At that time, Spain required US travelers to show proof of vaccination. When EU took us off the red list/ban or whatever it’s called, just a few weeks later, Spain withdrew the vaccination requirement. So it seems reasonable to think that if the EU puts the US back on that list, Spain will reimpose the vaccination requirement. Which I think is a great idea anyway. But let’s not speculate. Wait till Monday and we will see what happens.

Since it is human nature to speculate and since it does us no good, I am going to close the thread and wait till Monday when there is factual information to report.
