I came across an app for both iOS and android devices that allows users to call from anywhere in the world back to the USA and Canada for free.

I have been using it on my iPad to call friends and it seems to work well. My wife is using it on her iPod touch too.

Can also receive calls too.

Thank you! Need to have wifi, but when your so-called international phone service doesn't work, it is helpful.
