Can I get pre approval from Spain by uploading my EU covid cert and location documents before booking flights.

I don't understand. Pre-approval to travel to Spain?
There's no entity to upload your documents to.
48 hours before your flight you will have to fill out the SpTH form, but there us nothing you can do before that point.
Just check the current requirements before booking your flights.

Also, if you have time and patience, ring the number for the DFA and persevere till your question is answered. My own experience of speaking to aperson at the other end of the phone, was very positive.

No.

You can (currently) only complete the Spain travel health form in the 48hrs before arrival in Spain, and if flying you need your seat number.

If you’re double jabbed with the second less than 270 days ago, or boosted if not, it’s a formality. If you have the certification on a .pdf to upload, it’s a very straightforward process.

If you don’t fit the criteria above (as I do) you’ll need to do the research as others have suggested.

In any case, the answer to your specific question is ‘no’.
