I'm lazy (and have a European phone contract) so just use roaming, but this may be of interest.
 
In general, any of those 99 Best X sites do not offer good advice or good value. Best to get your SIM from a network operator rather than a third party vendor.

If you are asking about an eSIM, (embedded, not physically changing out a card), I had absolutely no problem with Airalo, which is a third party vendor. I used it all over Sicily, and central Italy on the Camino di Francesco, and never, ever lost connectivity. So when I go to Italy again, I will use it again. It is very inexpensive.
 
I’ve used Vodafone many times since 2014 and their service has worked very well. Generally good signal, very helpful stores in Roma Termini, Siena, Milan and Assisi to get the SIMs installed. Price for lots of calls and data seems reasonable, although I have not comparison shopped.
 
I'm flying into Milan on 26 April and plan on getting a Vodafone sim. I have an android older style phone and e-sim won't work for me. Also airolo uses whatsapp to make calls.
