I watched for a while at about 3 PM their time and only saw 3 people walk across the plaza. Looks quite deserted. Brings back memories though.

Galicia and Santiago are in Phase 1: Adults can exercise outside between 6 am and 10 am and between 8 pm and 11 pm while those over 70 have the slots between 10 am and noon and 7 pm and 8 pm.

Have a look again during these local times.

Had a wee peek about 7 central european time. Must have been around a dozen moving about. Last week interestingly, I could see workers in the area behind the partition. No movement in O Cebreiro or Portomarin though
 
9.25 CET It's a wet morning in Santiago. That said, there are people moving around, I can see builders to the front of the Cathedral. The door of the College of St. Jerome is open! It's the little things!

Yes but because in Phase 1, bars restaurants and shops are open there could be people walking at any time in the day.
In practice, only runners must keep that schedule.
