Do refugios have a facility to charge a mobile phone .? I intend to take my mobile on the Camino but will need to be able to put it on charge periodically.

I think you should be able to charge your phone in most albergues. It might be problematic if there are a lot of pilgrims and "everyone" needs to charge...

If you tell family and friends to call you between certain hours, you could keep your phone off most of the day. That means that if you don't get to charge it one day, the next day you still have "juice" left in the phone.

Also, remember the adapter you would need for 220V in Spain...

You could look into some kind of mobile charging device. I didn't take my phone with me earlier this summer but I did take a Palm Pilot. I'd been pondering whether to buy one for a long time and what finally swung me towards making the purchase (with the trip in mind) was finding a device that would let me top up the power from a few AA batteries (I got it off ebay after searching for "battery extender").

You might well be able to get something like that for your mobile - the heaviest part was the batteries (fairly readily available and you might be carrying some for other devices anyway). It gives you a fall back if your power gets low so that you don't feel so compelled to fight to find a charging socket!
