Yes. In the Casa Paderborn in Pamplona pilgrims can optain their Credencial (Pilgrims pass).Yes, at the cathedral or Jesus y Maria albergue, and I think the Paderborn albergue.
Albergue Jesús y María closes during San Fermin festival (for obvious reasons) for some days, starting July 6th; and from Dec 24th to mid-January. Take notice that in "low pilgrim season" (between october to april) this albergue also currently accepts tourists.
Albergue Paderborn closes in winter. This year, apparently, is open until Nov. 4th. I don´t know about San Fermines.
I believe that the albergue of Maribel Roncal at Cizur menor (just outside Pamplona) is open all year round. She is kind of an institution, so I suppose she will have credenciales.
