Portuguese, Northern or other ideas please?

I've done Lisbon to Tomar, and found it okay. Long walks between accommodation, and not as cheap and friendly as the Frances, when I did it recently there was hardly anyone around, but it was great not to deal with the albergue race. What is it like onwards from Tomar? Will it be busy in August, what is the scenery like? Alternatively I've done Bilbao to Santander, what would it be like onwards from there in August? Busy? I would really be happy to hear from anyone with some ideas please. Ideally I'm looking for cheap, friendly (but not heaving with pilgrims racing for the next bed), interesting scenery and historical places and relaxed. I don't think I could manage the Frances at this time of the year again, and am not overly keen on Galicia (especially in August).
