I am arriving in St. Jean Pied de Port late afternoon on 2/29/16. Do I need to pre-book a room or will there be room at the Muni alberque? Any suggestions? I have been assuming that there will be few pilgrims on the Way at that time and thus plenty of lodging available. Thank you!

The 9th edition the Lightfoot Guide will let you complete the journey your way.
The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.
You are likely to have the place to yourself on February 29! I don't think the municipal gite takes reservations anyway. The Pilgrim Office operates it, so make them your first stop and they will take care of you. If you want a hotel, you should probably reserve to be sure they will be open!

Falcon is right the Pilgrim Office in SJPdP helps take care of the municipal albergue which does not accept reservations. When you arrive do go directly to the Pilgrims office at 39 rue de la Citadelle. They can provide you with a Pilgrim Passport/Credential and on site lodging assistance. Their telephone is 05 59 37 05 09. They keep up to the minute lists of ALL available space throughout the SJPdP area, pilgrim albergues as well as regular tourist accommodation.

Down bag (90/10 duvet) of 700 fills with 180 g (6.34 ounces) of filling. Mummy-shaped structure, ideal when you are looking for lightness with great heating performance.
