I think your best bet would be to obtain credentials from this forum on-line shop (Forum Store) or contact @JLWV who is part of Amigos de Levante in Valencia. They do have credenciales.

Thank you, I have now ordered a set from the Canadian Company of pilgrims. I will investigate if the Toledo Cathedral issues them. If they do I will post the information.
