My brother is able to join me in September/October next year for a period of two weeks while I attempt to walk the Camino Frances.

Would be interested to hear any suggestions for possible locations along the route that might be suitable for him to meet up /depart as he will be travelling to and from the UK.

Two weeks? You will be needing an arrival that is easily accessible by public transportation and another for departure. 14 days from SJPP a place not easy to arrive will put you into say Castrojerez just as difficult to leave. Pamplona to Carrión de los Condes is a much better option. Burgo to O'Cebreio is two weeks but no transportation out of O'Cebreio. Leon to SdC is also around two weeks but in my opinion, a spoiler since it is far too easy to fall into "been there done that" and not come back. For a first taste, beautiful scenery, wonderful art and architecture Pamplona to Carrión de los Condes would be my choice.
 
A friend met me in Fromista once - there are train and bus options to get there. But Leon would be far easier, and then your friend gets to walk into Santiago - it's two weeks away. I respectfully disagree with @scruffy1 . It was my first camino, and 'been there done that' certainly does not apply - and I know I'm not the only one.
