VDLP Early Stages Closed?

A Dutch couple just arrived here at Almaden de la Plata and announced that in Guillena they were not allowed to continue due to severe flooding. They had to return to Sevilla and from there took a bus up here. Anyone planning on starting from Sevilla might want to check with the authorities.

I am confused by "not allowed to continue..".
I could understand "not able to continue. "...but can't think of what authority would stop you from continuing.
It is not like the Napoleon where there is just one road/route.
They may have seen a high water warning sign and just elected to bus forward.
 
Some of the places you have to cross have been flooded due to heavy rain.
I would listen as I have heard the first places from Seville could be arm pit deep, when fully flooded and this would be cold water and with a rucksack, so I suggest to take the advice !
Not worth the risk !

I agree that care should be taken and busing ahead may be the clever choice at times. The flooding in this area happens every year and this same subject and warnings are issued here.

My question was really about the implication that the route was "closed" and that pilgrims were not allowed to proceed. I can see an individual trail/path being impassable but, as I recall, there was almost always a work-around.
 
Once in a great while, when the weather gets really wild, the Guardia Civil drive the long 17 km. stretch between Carrion de los Condes and Calzadilla de la Cueza (on the CF). They stop all pilgrims and warn them about the weather, and offer them a ride to safety. Most pilgrims take the ride. The ones who do not sometimes end up in hospital with exposure!

Hi Grayland, I should have been more specific. The couple arrived at the municipal albergue in Guillena and the hospitalero informed them that the next stage was closed due to the floods and that if they wanted to continue then they would have to take a bus. I don't know who closed the stage. You are right that they probably could have walked on the road. They opted to take a bus all the way up to Almaden de la Plata because the park is closed between Castilblanco and Almaden which means 30 km on the road.
 
let´s assume that these stages are closed by sb who has our best interest at heart...

5 weeks tomorrow I fly out to Seville and start my pilgrimage up to SDC. Would be interested to hear how many pilgrims have been on the early stages so far this year.
