What are these things hanging from the cables in Burgos?

I saw these things when I was walking up to Cartuja de Miraflores in Burgos. Does anybody has any ideas what these things are??

I do not know but will guess. These appear to be transluscent globes hung on cables to warn drivers of a dangerous crossing on the road below. In your photo you can see a nearby path which apparently crosses the road!! The globes might also be lit at night for further emphasis. ...Nevertheless it would be interesting to learn the real reason/use from the Burgos city planning office.

I am just speculating on the purpose of these without having studied them up close. It appears to me that they may be a source of illumination at night ,utilizing the head lights of the vehicles on the roadway below. It will provide a reflective lite source to the roadway without the cost of electric power or bulb replacement. It could save man hours and money while providing inexpensive illumination for the roadway. Sort of like snow along the roadways in the winter which is brighter than dark vegetation at night.
As I said , this is just a speculation on my part, as I did not see if it were power or phone lines. They being confined to the path of the road leads me to think it may be for more of a Lunar type of lighting.

There appears to be a liquid substance in the bottom. We here in the Middle East know this, bags of water, when hug by windows, in the kitchen, on the porch, are a guaranteed sure-fire way of repelling flies, not mosquitoes but flies. Perhaps Burgos has adopted a traditional Moriscos method of dealing with pesky insects?

I thought the two cars on the lower left wanted to remain anonymous, then realized it was just the back of street signs.
As for the globes, the tops look flat....perhaps solar collectors for lights at night?
