Actually, yes. You can take a bus from Dusseldorf to Brussels for 27.90 Euros, and then take a Ryanair flight from Brussels to Biarritz. That would be the cheapest option probably...one could also take a bus to Paris and take the train from there or Easyjet...we're having a hard time deciding...
