Yes most of teh refuges are open in winter, but even if closed you will find small "pensions" in Negreira, Olveiroa, and Finisterra. So you wont be stuck anyway!

8 days is probably to short to start in Porto, unless you do it by bike. Alternatively you can start on Tui at the border with Spain. From Tui you will have 100km+ so you can still get your certificate in Santiago de Compostela.
Regarding the stamps (sellos) you can get them virtually...

January is a good time to walk the Camino, as you will avoid the Crowd, but you still find couple of people to walk with!
The weather will be chilly and can be snowy at
- Roncesvalles pass
- Montes of Leon
- O'ceibreiro
so be aware of that and make sure you have appropriate...
