I arrived in Santiago and didn't see a single pilgrim.
Finished the Invierno last Tuesday and my experience was the same as the OP. Saw very few people the entire route. For those who seek solitude on their Caminos, the Invierno is the Promised Land.- pinkwadingbird

My husband and I retired to Spain earlier this year. Proximity to the Camino was one of several factors that prompted our decision. We currently live in Granada which is Camino Mozarabe territory.
