I remember seeing that Tom Petty quote written in big letters in a shelter also in 2016 and I believe it was climbing the trail up the hill to the Cruz de Ferro. I can't recall the quote right now but I knew/know the song being a Tom Petty fan.
I predominately sleep outside with the occasional refugio to take advantage of what they offer. Set up late as secluded as possible, no fires & leave before dawn. No problem other than bathing issues.

I can so relate to your frustration having experienced that same treatment for years. The sad but true fact is no one is really interested other than fellow pilgrims. And unfortunately there are few of those around other than online.
