No, they did not move. During the pandemic they were closed for a while. Yes, the river has been causing problems repeatedly and there are talks with the city of Pamplona to move in the future. But to this time Casa Paderborn is still on the riverside, just below the old town.
I stayed already twice at Hotel Boutique Museo de Burgos. Located next to Museo de la Humanidad, close to the river. Additionally not far from the bus station.
It cost me around 50 € per night, single room.

Casa Paderborn is open for the season. Located the riverside, head to your left after crossing the medieval bridge. That's before going uphill to the old city and cathedral. Nevertheless located very close to everything, about 10 minutes to walk down town.
It's a traditional pilgrims` albergue...
In Pamplona Casa Paderborn will be open until October 31st.
They do not take reservations. But that late in the season it should not be difficult to find a bed there.

I just talked to Casa Paderborn: If you arrive early in the day, you have best chances to find a bed.
They don't take reservations. It's walk-in only.
But the passed couple of days they still had capacity to host pilgrims.
Remember that Casa Paderborn in Pamplona
a) is open
b) does not take reservation, walk-in only
c) will open around 1 pm
d) limited number of beds, thus no guarantees

According to the German society running it, occupancy is about 70% in average.
In September you should have Avery good chance to find a bed there.

Casa Paderborn is open again.
To reach it just turn left after crossing medieval Magdalena bridge. It's right on the river Arga, below the old fortress.
When I walked in 2012, late April, route Napoleon was closed due to snowfall. Orisson did arrange shuttle for all pilgrims, without any cost to Valcarlos. They insisted we take the Valcarlos route.

Casa del Peregrino charged 10€ from me on May 4th ... And it was not full, thus no apparent reason for higher price.
I liked it, but it was on the expensive side and no extras included. No or little recreational area for instance.
"In advance" can be a day or a few hours before arrival, calling the albergue around lunch time.
I partly do it when it is a village with a very limited number of beds. Or when I want to walk on, a bit over my comfortable distance.
I think reserving days before is nonsense. You can't be sure...
