I wonder where your info comes from, pjacobi. When I first experienced the Camino in 1993, municipal and religious refugios were all there was for pilgrims in most camino towns. The hotels and hostels and private accommodation came later, and are now taking over (thus the popularity of the Red de (private) Albergues), NOW it´s the private businesses that want to drive the municipals and donativos out, they feel every pilgrim euro should go into their private pockets, and complain the non-profits are "unfair competition!" The first known pilgrim refuge-albergue of this incarnation of the Camino opened in Hornillos del Camino in 1990, in a rented house. Lourdes Lluch, the first "hospitalera voluntaria," was a teacher on her summer break. She wasn´t part of the youth hostel movement. She was a pilgrim who wanted to help other pilgrims. (she still does. You can find her at Betania in Fromista, and running the Winter Pilgrim website. She is quietly fabulous.) The rest of the tale is here https://www.lanuevacronica.com/25-anos-de-compromiso-y-trabajo-en-el-camino
