Yes. I have walked it in January. A good time to walk if you want a quiet experience. Weather is unpredictable but being fairly close to the coast means temperatures are usually moderate.

Just be aware the 6th of January is a holiday and can affect restaurants, shops, accommodation etc.
But the CP from Porto is a great winter camino. I did it a few years ago in early January (up the coastal to Caminha as I had amazing weather for a few days then up the river to Valenca and Tui, and onwards).
