IIRC there are two churches in Lisbon where you can get a credencial if that’s what you’re looking for. I’m sure the details will be in the Camino Portugues section.

You can obtain the Credential Pilgrim
In Lisbon:
Se Cathedral, every day from 9:30 to 18:30
Basilica of Martyrs, every day from 10:00 to 17:00
When obtaining a credencial from the Cathedral in Lisbon, unless the situation has changed (perhaps with increased uptake) since 2015, don't expect much 'support' as you would assume from a dedicated Pilgrim's office, nor availability of information. I was definitely the lowest priority when I arrived to collect my pilgrim passport!
The CP is a wonderful Caminho...my 2nd favourite of all I've done (& no, the CF doesn't rank as #1) so enjoy!

When I was at the Se in Lisboa to collect my sello (had a credential in advance) in 2018, the office was not open at 10:30 a.m. so I just started hiking and collected my first stamp at a little cafe on the north end of old town. The Se office had hours posted on the door but those appear to be suggestions?!!
In my experience, both in Spain and Portugal, the timing of openings and closings are sort of flexible. No worries, just keep hiking.
