The regional bus service from the front door of the terminal to Hendaye will get you to within short walk across the border to Irun. Trains run from Biarritz Gare to Hendaye as well.

I arrived in Biaritz and asked the tourist information at the airport, they directed me to the bus stop outside, where I caught a bus which dropped me where I could catch the local train for three stops into the centre of Irun, about 5 minutes walk from the pilgrims alberge. It was a lengthy bus ride, but only cost a few euros.
