It is, but it may not be the brand you prefer. If you are attached to a brand, bring enough with you.

Thanks. Good to know. I am not attached to a brand. What are your thoughts on a sleeping bag liner vs a sleeping bag in September? Do all refugios have blankets?

A qualified "yes." The ones at higher elevations do. Some municipal places have stopped supplying them, mostly in Galicia. You may have to ask since they could be in storage.
