Estella Marker

I walked the beginning of the Camino Francais this spring. This was my fifth or sixth time on this piece. In Estella I saw this marker along the Camino in the street interspaced with the conch shells. It looks like the iberian Pinnensula make up of some kind of letters. I can find no information about what it represents. Can anyone shed some light on it. Thanks much.
