so am I understanding right? that if I want to order a SIM card from the states, it is activated at purchase and NOT something I can purchase and activate after I arrive in country?

You can order an activated prepaid Spanish SIM card and have it mailed to you, of course you will pay extra for the convenience.
You can purchase a prepaid Spanish SIM of your choice once you arrive in country, all they need to see is your passport.
I would never preorder a prepaid SIM card, I would wait till I get to Spain and buy one locally, this way you can make sure it works before you leave the phone store or electronics store, you would have no recourse if you have it mailed to you.

I begin my Camino in Lisbon, will I have to obtain sim in Lisbon, and then another sim when I cross into Spain?
