Well done, Phil. if you 'do' facebook, you could repeat the message there. I was at a conference these past few days, and the workshop this morning was on cyberfraud... but any fraud tricks can be countered, and you have chosen a good way to control the handing over of what you found.

Please call the Police and get them involved. They may be able to help track the person down. They can narrow down location based on the person’s last location at which they showed their passport on Check-in.
 
Get a spanish phone number with Airalo. eSim, so no physical SIM card. Easy to use app to add more funds if needed.

I agree. The card should be turned over to the police. If I lost my card that's who I'd check with rather than searching through internet forums.
