I just completed a stay in Bilbao 2 days ago and I would recommend Hotel Bilbao Jardines ( Booked it on Bookings.com ) Right at the start of casca viejo Nothing fancy but everything you need and it has a 24 hour reception so you have to get buzzed in the door by reception so feels Very safe and all the staff are amazing and helpful

I stayed at the Ilunion Hotel in Bilbao when I was there after my Camino last year. They have two locations in Bilbao. I wish I had known about this hotel chain earlier as I would have booked more stays through them in the cities I was visiting.
The Ilunion hotel chain is committed to accessible accommodations and inclusive hiring. Most or all of their rooms are accessible for people with disabilities and 40% (or more) of their employees have disabilities. https://www.ilunionhotels.co.uk/

The focus is on reducing the risk of failure through being well prepared. 2nd ed.
