I don't know if a pilgrim passport is necessary or why it is. But since now I don't have enough time, could I get it at Madrid before I start the walk?

If you intend to stay at pilgrim alberques - as most do - then you will need a credencial , which you present at the alb when you arrive, and which will be stamped. If you want a compostela when you reach Santiago, you need at least 2 stamps a day from places in the last 100kms before SdC, if that makes sense.
I'm sure you can get a credential in Madrid - no doubt someone on here will post the info,
Buen camino.
