You need to go via Santander. Take the 11:00 Am train from Fromista. Gets in to Santander at 1:45. From Santander the best option is an Alsa bus to Bilbao. It's 90 minutes on the bus, and there's a bus at least every hour. The bus and train stations are only a few minutes walk apart.
