Is there a municipal albergue in Matosinhos, on the Portuguese north of Porto? If not can someone please recommend a very cheap hostel.

There are a few hostels for about 25US on Bookings. I stayed in the Caruma Surf Hostel. I think I paid 25. For a crowded beach town it was a really good price and it was very clean, the hosts were great and the bed was comfortable
