Maybe, but I didn't see any fading. Perhaps the guy who was to paint the background didn't show up that day but the guy who painted the lettering did?

@Rick of Rick and Peg Hi Rick - I have to agree. It appears that much of this "map" is missing. Did they run out of money to finish it??

It was faded. I was shocked to try and decipher it, but in person you can see it really has faded.
